Below is the Job Description for the position of:

SUPERVISOR OF PARKS & MAINTENANCE

Reporting to the Director of Culture & Recreation, you will be responsible for the management and operation of the municipal property portfolio including parks/open spaces, trails, outdoor recreational facilities and municipal buildings with the exception of the Vollmer Culture and Recreation Centre.

Duties and Responsibilities

  • Direct and supervise staff in the Parks and Facilities areas, including outside contractors for parks, building maintenance, heating & cooling systems, renovations and tendering of projects

  • Maintain and manage urban forest, woodlots, significant natural areas etc.

  • Provide input to Director of Culture and Recreation on long term planning as it relates to its parks and facilities

  • Maintain and develop existing and new parks meeting provincial guidelines

  • Provide advice and ongoing direction to the various parties involved with grant applications, such as the owner/applicant, solicitor, surveyor, engineer, and agency representatives; coordinate other matters as may be required to complete applications for funding.

  • Meet with applicants, owners, solicitors, consultants to review and complete the applications and/or submissions to satisfy conditions;

  • Maintain and monitor new and existing facilities; ex. HVA system; roofs, and structural challenges that require repair, planning and development strategies;

  • Assist in the implementation of the second stage of the Vollmer Complex lands including baseball diamonds; skate board park, festival plaza; and LaSalle Waterfront project and new trails

  • Identify malfunctions (trouble shoot) in power equipment, heating and cooling equipment, electrical systems, plumbing and drainage, and decides course of action to complete repairs

  • Coordinate activities by scheduling work assignments, setting priorities, and directing the work of subordinate employees

  • Identify equipment requirements for the successful completion of assigned tasks for subordinate employees, and obtain and allocate appropriate equipment accordingly

  • Direct the maintenance and care of assigned equipment and instructs subordinates in the proper use of such equipment.

  • Identify staff development and training needs and ensure that training is obtained.

  • Maintain records, prepare reports, and compose correspondence

  • Participate in the development and review of policies, procedures, standards, plans and programs governing the Culture & Recreation department

  • Manage inventory of equipment, supplies, vehicles required for Culture & Recreation, and maintenance programs, ensures all equipment is maintained and repaired promptly to eliminate breakdown and safety hazards

  • Develop and monitor budget for functional areas

Minimum Qualifications

  • Degree/diploma from a recognized college/university in Facility Management, Bachelor of Commerce, Forestry, Recreation or equivalent.

  • Courses in Business Management, Strategic Management, Human Resources, Finance would be an asset;

  • Minimum 3-5 years of demonstrated experience in a management position within the recreation facilities sector;

  • Demonstrated leadership and human resources management skills;

  • Demonstrated knowledge of operational functions and responsibilities associated with recreational facilities;

  • Demonstrated experience in public relations; excellent presentation and written/oral communication skills;

  • Demonstrated working knowledge and experience working within a unionized work environment including labour relations related to employee discipline, and dispute resolution

  • A competent understanding of all related legislation and regulations including the Occupational Health & Safety Act and Ontario Municipal Act is required.

  • Strong interpersonal and organizational skills

  • Knowledgeable of and proficient use of various computer software applications, including MS suite of products and Excel;

  • The successful candidate must also possess a valid Class G Ontario Drivers Licence and must be able to use a personal vehicle for job duties.
