Property Assessment The Municipal Property Assessment Corporation (MPAC) has the task of assessing all properties in Ontario. How Your Property is Assessed The real estate market determines the value of properties. MPAC analyzes market information from similar types of property in your area to establish your property's value. Any one of three methods may be used for this analysis: the selling price of a property (residential), the rental income a property generates (office building), or the cost to replace a property (industrial). Each method takes into consideration the location of a property, the size and quality of any buildings, and features which might add to or take away from a property's value. If You Don't Think Your Assessed Value is Correct You can ask MPAC to have another look at your assessed value through a process called Request for Reconsideration. If the reconsideration process results in a change to your assessment, it will be made. If not, you can file a complaint to an independent tribunal called the Assessment Review Board. Both you and MPAC will be asked to appear before the Board at a hearing to present evidence. The Board's decision would be binding on both you and MPAC and, if it reduces your assessed value, your taxes would be adjusted by your municipality. Your municipality also has the right to appear at your hearing before the Board. There is no fee to file a request for reconsideration. Complete the Request for Reconsideration Form (pdf). Your assessment can be appealed by completing a ARB Assessment Appeal Form and sending it to: Assessment Review Board (ARB) The ARB charges a $150 fee for commercial/industrial/multi-residential and $75 fee for residential. A cheque or money order is to be made payable to the Minister of Finance and must accompany your application. The deadline for filing appeals to the ARB is March 31st of each year. If a Property Assessment Notice Shows the Wrong School Support A form for changing school support is available from the local school board. You can also complete the form and mail it to the address below. If you have already filled out a form, it may be that the assessment database was not updated before the Notice was produced.
